Patsy is committed to leading a Texas Democratic party that is built to win and built to last. Texas Democrats must have a strong state party at the center of an ecosystem of collaborative organizations, PACs, mission-driven staff, along with active Democratic candidates and incumbents working year-round to win elections. With Texas predicted to gain 4 more electoral votes after the 2030 census, our NATION’S future runs straight through Texas.

As TDP chair Patsy is committed to facilitating an environment of trust, transparency, and accountability. Patsy will foster an environment of collaboration and accountability by establishing advisory councils to consult across all matters of party business and strategy. Under Patsy’s leadership Texas Democrats will work and win together.

    • Unite Texas Democrats around an unwavering commitment to WIN elections.

    • Lead a comprehensive and honest review of the TDP’s successes and shortfalls in 2024 to inform a staffing plan built to hire and retain the best staff for at least two election cycles.

    • Audit the TDP’s finances to generate a comprehensive understanding of our party’s finances and share findings with the SDEC.

    • Develop a FY2026 budget and build a team to fully fund key programs including the June 2026 convention in Corpus Christi.

    • Host a spring 2025 retreat with all SDEC members to build a culture of transparency and collaboration and clearly define expectations for all party leaders.

    • Host a spring 2025 retreat with the County Party Chair’s Association to understand community-specific needs and begin facilitating regional coordination.

    • Convene allied organization's leadership, including Labor leaders, to begin recruiting candidates and planning for our 2026 coordinated campaign, to ensure Democrats are working efficiently and effectively to win elections!

    • Establish a culture of respect, trust, transparency, and accountability.

    • Calendar meetings and share agendas with ample and respectful notice.

    • Listen to and hear reports from SDEC members regularly.

    • Hold SDEC committee meetings regularly and invite input on important issues from committee members.

    • Deliver a quarterly SDEC report with transparent fundraising, budgeting, programming, staffing, and political updates.

    • Support SDEC members’ precinct chair, county chair, and candidate recruitment efforts with collateral materials and by expanding Texas Blueprint.

    • Convene regular Town Hall meetings with every caucus.

    • Collaborate with the SDEC to implement clear ethics rules to prevent conflicts of interest from impacting party business.

  • As TDP Chair, Patsy will be laser-focused on raising dollars for Texas Democrats so we have the resources to WIN. Fully funding continuous community outreach and engagement is expensive, but essential. Patsy will lead the TDP beyond resource limitations as the primary roadblock standing in the way of our electoral success. 

    As TDP Chair, Patsy is committed to building a fundraising team and to personally working around the clock to garner the resources necessary to fund the Texas Democratic Party’s programs.

    Patsy’s Fundraising Priorities

    • Work with TDP staff and SDEC members to build a compelling case for investing in the work of the Texas Democratic Party.

    • Hire a proven Finance Director by Q2 of 2025 to oversee the TDP’s fundraising operation.

    • Strengthen relationships with the DNC and leverage national resources every cycle.

    • Establish clear fundraising benchmarks to guide efforts and hold party leadership accountable.

    • Deliver quarterly budget to actual reports to the SDEC.

    • Establish new and strengthen existing relationships with major donors to avoid losing political dollars to non-party organizations and other states.

    • Ensure all 254 county parties and allied organizations have the resources needed to run successful grassroots organizing programs.

    • Lone Star Rising - Continue leading candidate recruitment initiatives every cycle to ensure Democrats are contesting races with qualified candidates grounded in the communities they’re campaigning to represent.

    • County Services Department - Continue building tools, tailored to county size, to support each county party's campaign-winning organizing and outreach efforts.

    • Statewide Coordinated Campaigns - Continue partnering with top-of-the-ticket and down-ballot campaigns to execute efficient direct voter contact programs while learning from previous coordinated campaign efforts.

    • Consistent Community Engagement - Help fund community-based organizers to listen to and engage our voters year-round before we ask for their support.

    • Texas Trailblazers - Expand the TDP’s network of sustaining members to establish a greater number of people invested in the work of the Texas Democratic Party.

    • Voter Protection - Continue deploying resources for poll watching, election administration, and the voter assistance hotline.

    • Voter File - The TDP has made a concerted effort in recent cycles to dramatically improve our voter file. Patsy will continue building on that work to ensure Democrats have reliable data for our voter engagement and turnout efforts.  She will also encourage, motivate, and provide training for all campaigns and county parties so they can use the file effectively.

  • When Democrats work as a collective, we will build power and WIN. Texas Democrats' electoral success depends on our ability to build and support a network of skilled on-the-ground leaders who know how to organize their communities. Texas Democrats must continue working with statewide and down-ballot campaigns to establish well-resourced coordinated campaigns every election cycle.

    Coordinated campaigns will build a sustainable organizing infrastructure rather than forcing campaigns to build from the ground up every election cycle. Coordinated campaigns will also improve the integrity of data in the TDP’s voter file as data is shared and maintained cycle after cycle rather than siloed in individual campaigns, allied organizations, and county parties.

    Patsy’s Priorities for the 2026 Coordinated Campaign

    • Follow-through on commitments the TDP makes to stakeholders.

    • Centralize the state party’s role in coordinating organizing efforts to minimize redundancies and maximize the value of every dollar spent.

    • Empower county parties to expand their organizing capacity and develop stronger relationships with local leaders and volunteers.

    • Meet the needs of Democrats in rural communities by building a Democratic presence in rural communities and by providing engaging and easy-to-understand messaging guidance.

    • Begin planning in 2025 and be prepared to launch the coordinated campaign immediately after the primary in March 2026.

    • Avoid duplicating efforts by establishing regular convenings of coordinating committees to hold partners accountable and align on resource allocation, targeting, and messaging decisions.

    • Build a culture of trust and transparency with Democratic incumbents in safe seats before inviting them to help fund the 2026 coordinated campaign.

    • Extend the coordinated campaign’s fundraising window by inviting federal candidates to establish a victory fund with the TDP before their primary.

  • Patsy is committed to promoting diversity, equity, and inclusion as TDP Chair. In a state governed by extremists focused on right-wing identity politics, Patsy will ensure Texans have a clear alternative in every election by championing diverse voices and backgrounds while working to erase barriers to access within the TDP’s leadership and organizing infrastructure.

    Patsy’s commitment to diversity begins with ensuring the TDP’s staff and leadership reflect the diversity of our state, and value the intricacies of every Texan’s background. As TDP Chair, Patsy will promote diversity within the Texas Democratic Party as an essential part of growing our Democratic coalition.

    As TDP Chair Patsy will:

    • Prioritize diversity, equity, and inclusion in staff recruitment and hiring practices.

    • Improve the TDP’s accessibility by lowering barriers that prevent Texans with visible and invisible disabilities from participating in party leadership.

    • Recognize young Texan's contributions to the Democratic party and increase young Democrats' representation on the ballot and in party leadership by spearheading a mentorship program of elected officials and experienced party leaders.

    • Create a diversity, equity, and inclusion advisory council to hold party leadership accountable for meeting diversity goals.

  • One of the biggest challenges Texas Democrats have is reaching voters with messengers they trust on platforms they use.

    As TDP Chair, Patsy is committed to pursuing innovative messaging strategies to create and deliver compelling Democratic messaging that is consistent with our Democratic values.

    Patsy’s Plan to Reach Voters Where They Are:

    • Put the Texas Democratic Party on the offense right now! Tell voters in plain language exactly what right-wing Republicans are doing and how it has a negative impact on their lives.

    • Develop and deliver messages informed by what our year-round organizers are hearing on the ground.

    • Develop a creators council to empower content creators to amplify Texas Democrats' messaging priorities with their audiences to help reach younger and less engaged voters.

    • Collaborate with the SDEC, County Chairs, TDP Staff, and allied organizations to develop hyper-local messaging strategies.

    • Provide messaging support and communication resources to county parties grounded in the issues that arise and resonate in the communities they serve.

    • Facilitate coordination between statewide and other major campaigns to develop and deliver Texas-specific messages rather than relying on the DNC for messaging guidance and support.
